摘    要:我国的教师教育正处于一个历史性转折和重要的发展时期,中小学教师培训已受到了特别的重视和关注,特别是在当前素质教育、新课程改革和教师专业成长的背景下,加强中小学教师的培训对提高教师的整体素质和基础教育质量具有重大的意义。然而目前中小学教师培训的实际情况却不容乐观。本文以阳新县中小学教师培训为个案,通过调查研究,探讨了中小学教师培训存在的问题:培训机制与基础教育改革不适应;培训模式与教师需求的多样化、个性化不适应;培训资源供给与教师的需求不适应;培训理论与实际教学不适应。产生这些问题的原因是由于当前培训机制缺乏创新,跟不上新的变化;培训主体的人格被忽视,见物不见人;培训观念仍只重视职前教育,轻视教师继续教育:培训规划缺乏整体性和连续性,随意性大。因此,中小学教师培训的改革与创新具有必要性和紧迫性,只有通过改革培训体制、加大培训投入、创新培训模式、整合培训资源、倡导教育科研、建构评价体系、做到依法治教、从严治训,才能促使中小学教师培训的健康发展,加快我国教师教育一体化的进程,全面提高基础教育质量。

Abstract:Currently, teacher education in china is in a historically crucial period of transition and development. During this course, the teachers'training of primary and secondary school is given an extra recognition and attention, especially in the background of quality education and newly curriculum innovation, enhancing the teachers' training of primary and secondary school have a important meaning for elevating the teachers' diathesis and the quality of elementary education. However, the actual complexion of teachers' training of primary and secondary school is not optimistic presently. This study is based on the teachers' training of primary and secondary school in Yangxin County,through inquiry and investigation, point out the problems of teachers'training of primary and secondary school: the training mechanism is not in accordance with the reformation of foundational education; the training mode is not responsible for the teachers' demands of diversification and personalization; the training resources supplies can not meet the needs of the teachers; the training theory is not compatible to practical teaching. In my view, the reasons of these problems are the absence of creativity of the presently training mechanism, falling behind new changes; the personality of training body is neglected, it's only content not individual;merely attach importance to pre-career education, ignore teachers' continual education; training program lack of integrity and continuity, in intense disorder. Therefore, the reformation and innovation of teachers'training is necessary and urgent, none but reform training mechanism,increase training investment, create new training pattern, conform training resources, advocate education research, construct evaluationsystem, manage education according to the law, make strict principles for training,the teachers' training of primary and secondary school could develop exuberantly, the process of the integrity of teachers in our country could expedite, and the quality of elementary education could improve.
