| 摘 要： | 党的十七届三中全会对农村改革发展做出了重大决定，这为社会主义新农村的建设和实现全面小康的新胜利提供了理论依据和政策保障。可以说其改革思想是对有中国特色的社会主义理论的新发展，体现了社会主义的本质要求。本文主要从社会主义的本质内容简要论述推进农村改革的及时性和必要性。

| Abstract: | The Third Plenary Session of the party＇s 17 have made a significant decision on rural reform and development, and it provides a theoretical basis and policyly guarantee for the building of new socialist rural areas and achieving new victories in the all-round well-off society. It can be said that its ideas of reform develops newly socialism theory with Chinese characteristics, and embodies the essential requirements of socialism. This article briefly discusses timeness and needness to promote rural reform mainly from the essence of socialism. |
