摘    要:全球气候以变暖为主要特征的变化已成为人类共同面临的严峻挑战,是全球实现可持续发展目标的主要障碍之一。人类社会通过能源消耗排放的大量温室气体是造成全球气候变暖的主要原因,而城市是温室气体排放的主要源头。通过碳减排构建低碳经济和低碳城市发展模式使可持续发展理论从概念走向行动。目前我国低碳经济与低碳城市的理论和实践尚处在起步阶段,在东部发达地区正规划建设若干低碳生态城,已经成为城市规划和建设界讨论的热点,可以预计必将对城市规划的理念和方法产生重大影响。本文试通过对低碳经济和低碳城市发展进行系统疏理和解读,力图把握城市和城市规划的发展方向,找准西部欠发达地区城市规划理念和方法的定位。

Abstract:Global warm climate has become a severe challenge faced by human beings, which is the major hindrance in realizing the goal of global sustainable development. The main reason is that much greenhouse gas is released in consuming energy and the city is the source of giving off greenhouse gas. The city development theory can be applied to the practice depending on constructing low carbon economy and low carbon city development through decreasing carbon release. At present, the theory and practice just begins in the field of low carbon economy and low carbon city, however, it has been a hot point in eastern developed area to plan to construct some low carbon ecological cities, which will produce important irdluence on the ideas and methods of city planning. The present article aims to understand the city development and planning trends and determine the city planning ideas and methods through sorting and interpreting the low carbon economy and low carbon city development.
