教育公共性与有为政府分析

摘    要:教育准公共产品的属性决定了教育的公共性。教育的公共性要求教育资源的配置必须把公平放在首要的位置,同时追求效率与公平的统一。为实现此目标,有为政府在教育资源配置过程中,必须坚持以人为本、满足教育需求、优化教育结构、提高教育效率,有能力主动、负责任地通过法制化路径建立起能够促进人与经济社会全面、协调和可持续发展的教育方式。
