| 摘 要： | 在一定区域内实施城乡教师的流动机制以促进城乡学校师资的相对均衡,已经成为促进教育均衡发展的重要举措.本文从我国中小学教师管理体制的实际出发,以构建城乡中小学教师双向、定期流动机制为目标,全面分析构建区域教师流动机制的主要障碍、相应的对策和操作程序.

| Abstract: | Teachers flowing in a certain area can boost balanced level of urban-rural teachers,and is an important measure to balance the development of urban and rural education.Based on the current teacher management system in china,this paper constructs an system of bidirectional and periodical teacher flowing,and analyses the dilemma of the system of periodical teacher flow and its countermeasures. |
