从目的的多重性、对象的复杂性、手段的多样性三个方面，分别介绍了开放教育辅导员独有的工作特点；接着从四点分析了开放教育辅导员的重要性，一是学习支持服务的重要组成部分，二是电大品牌形象的代言人，三是学习者、面授教师和学校之间的信息联系枢纽，四是学习者适应开放教育模式的引路人和学习指导者；最后提出了增进辅导员的工作业务水平，推进辅导员工作高效开展的三条途径。
