协商民主在中国的适用性条件及其前景

协商民主是20世纪90年代以来在西方政治学界兴起的一种民主理论,正成为国内学术界开始关注的新领域。该理论强调在多元社会现实的背景下,通过普通的公民参与,就决策立法达成共识。其核心要素是协商与共识。就中国的实践而言,不仅在经济、社会、政治、体制以及文化等方面存在着协商民主的适用性条件,而且还因为中国共产党的权威主导、政府对体制改革的积极倡导、地方民主新形式的示范、解决权力运行问题的需求以及协商民主在实践中具有成本低、风险小的特点等等,相信协商民主在中国有较广阔的发展前景。

Negotiation democracy is a new theory aroused from western politics field since 1990,which has been concerned by Chinese academic field nowadays.This theory emphasizes that,through common people's participation,decisions come into common consensus under the background of the plural society.The core is negotiation and common consensus.As to Chinese practice,there exist adoption conditions in the field of economy,society,politics and culture.And also the leading of the CPC,the reform of the central government,the good examples of new forms of local democracy and so on,add broad prospects for the adoption of negotiation democracy in China.
