物质文化遗产具有公共物品属性,开发利用既要保证物质文化遗产的原生性,又要挖掘物质文化遗产的内在价值,这很容易引发外部不经济性,导致对物质文化遗产的污染破坏及旅游资源的耗竭。因此,政府干预及其他非市场手段成为治理物质文化遗产旅游活动中外部不经济性的有效措施。

External Diseconomy Analysis of Exploitation to Material Cultural Heritages and the Countermeasures

The material cultural heritage has the property of public articles. During its exploitation, we should not only take into consideration its original ecological characteristics, but also pay attention to the value carried within. Failing to do that will bring the outcome of external diseconomy, i.e. cause pollution or damage to the heritages, or exhaustion of tourism resource. Therefore, the government should take effective countermeasures against abusing of these treasures by direct involvement or other marketable methods.
