During the period of Anti-Japanese War,the Shaanxi-Gansu-Ningxia Border Region Government had implemented "three thirds system" under which the enlightened gentry were drawn into participation in politics,their proposals were paid attention to and accepted,and their rank and power were ensured.The Border Region Government had developed democratic cooperation with non-Party people,respected and cared for them very much in work and life;The Border Region Government had implemented the land policy about the reduction and payment of the rent and the interest,protected the land rights and the property rights of the landlords and the despotic gentries.The successful experience of the united front work about the Shaanxi-Gansu-Ningxia Border Region has the important theory and practical significance to the contemporary united front work.
