| 摘 要： | 清朝既有全国统一的法律,又制定了适用于少数民族地区的特殊法规,这种立法编纂活动和法律实施对于巩固我国多民族国家的统治具有重要意义。其中重要的两部民族法规是《理藩院则例》和《回疆则例》。
