| 摘 要： | 教代会是教职工参与学校民主管理的群众性组织形式，教职工代表是实施民主监督和民主管理的主体，本拟以教职工代表应具备的基本素质为基点，论述应如何正确行使自己的权利并履行其义务，以便在学校的民主管理中更好地发挥其作用。

| Abstract: | Teaching staff congress is a mass orgnization through which teaching staff participate in school's democratic administration. The delegates of teaching staff are principal part to carry out democratic administration and supervision. Based on the basic qualities delegates should possess, the essay expounds the issue that how a delegate exercise the right and fulfil the obligation in a sound way so as to perform his function more effectively. |
