地方残疾人就业政策比较与评价——以按比例安排残疾人就业为例

按比例安排残疾人就业是我国残疾人就业体系中的重要组成部分,这一就业政策实施的时间不长,但对促进残疾人就业发挥了积极作用,同时在实施过程中由于相关政策法律的不完善,也出现了不少问题。本文以全国31个省、自治区、直辖市按比例安排残疾人就业政策为研究对象,采取比例大小、覆盖范围、残疾人就业保障金三类指标,评价这一政策的强制性程度、协调性程度、公平性程度和政策实施效果,分析各地区的共性和特殊性,并由此提出促进残疾人就业的几点建议。

Comparison and evaluation of employment policy of the local disable——Employment for the disabled in proportion as an example

Employment for the disabled in proportion takes an important part in our disabled employment system.This policy isn＇t executed for a long time,but it has played an active role in promoting employment of the disabled.At the same time,because of inadequate relevant policies and laws,it has also brought about some problems.This article will study the policies of employment for the disabled in proportion in 31 provinces、autonomous regions、municipalities,adopt three indicators： size ratio、coverage、employment security fund,then evaluate mandatory、coordination、fairness of these policies and effect of policy implementation,analyze the common and the difference between different regions,at last I will make some suggestions about promoting employment of the disabled.
