Abstract: | The article is a synthesis of reflections by those in Missouri who participated in the early and ongoing efforts to implement community-governed, integrated, school-linked systems of supports and services for children, youth, and families. Historical observations were elicited through interviews with state employees representing child welfare, health, juvenile justice, education, and mental health. Interviews were conducted with the heads of each of these agencies as well as with persons at the middle management level who participated in planning and implementation of reform. Although many lessons learned apply to all state agencies, the reflections particularly address education. |
