Comparison of technology policy in equilibrium and evolutionary framework

Based on the review of technology policy in equilibrium and evolutionary framework, this paper compares them in four aspects: analysis angel, thinking orientation, policy design, and the role of government. It argues that the two theoretical framework lead to different policy thoughts, which are sometimes conflict to each other, but more frequently, are quite consistent and complementary. A more perfect policy framework might be constructed through the integration of the equilibrium and evolutionary analysis, which should be based on the dynamics of technology.
