中外合作办学政策的历史沿革与特点

摘    要:我国中外合作办学的政策经历了一个从无到有,不断完善的过程,合作办学活动逐渐走上了法制化的道路。为了更好地顺应时代需求,中外合作办学政策在调整过程中,逐渐呈现出一些新的特点,主要表现于对教育主权的维护、对主体利益的保护和对赢利行为的默许。然而,在不断改进的过程中,合作办学的政策仍然存在着一些问题,可操作性有待进一步加强,质量评估政策有待进一步完善,对赢利问题态度尚有待于进一步转变。

Abstract:The policy of Chinese-foreign cooperation in running schools in China experienced a gradually consummated process in order to comply with the demand of time.The policy presents some new characteristics in the course of adjustment and adaptation,including the maintenance of the educational sovereignty,the protection of the interest subject and the acquiescence of profit.Meanwhile there are still some problems existing.The feasibility of the policy waits for further strengthening.The policy of quality evaluation needs to be perfected,and the attitude to the profit needs further transformation.
