| 摘 要： | 总体上看，中国工业化进程已进人中期后半阶段，农业哺育工业的能力日渐式微，而工业的快速发展及其在国民经济中的主导地位为“工业反哺农业”的趋向奠定必要的物质技术基础。政府应当顺应这一转化趋势，在“工业反哺农业”过程发挥主导作用，充分利用财政职能，逐渐解决“三农”问题，以保障工业化进程的顺利完成。
