西部欠发达地区扶贫开发困境与对策研究——基于内蒙古固阳县调查

扶贫开发是中国特色社会主义重要组成部分，是全面建设小康社会、构建社会主义和谐社会的主要内容。苯课题组通过对内蒙古固阳县近年来扶贫开发工作的深入调查和研究，指出当前西部欠发达地区扶贫开发中存在条件恶劣、多头领导、社会参与不足等困境．扶贫工作难度越来越大。本课题组依据调研成果，结合西部欠发达地区实际，提出解决西部欠发达地区扶贫开发工作中存在问题的建议。

Developing Difficulties and Curbing Strategies for Underdeveloping Areas in Western China-a Case Study of Guyang County,Inner Mongolia

Poverty relief and development are important components of socialism of Chinese characteris- tics. They are also major parts of the project to build China into a moderately prosperous society in an all- round way and construct a harmonious socialist society. Our research team has done a profound investiga- tion into the actual practice of poverty relief and development in Guyang County, Inner Mongolia during recent years. According to the results, hardships including severe conditions, poly-leaderships and lack of public participation are making poverty alleviation and development a more and more hard task to carry out in underdeveloping areas in Western China. Based on our findings and relating to the reality in those areas, we finally suggest some solutions to the existing problems.
