| Abstract: | Under great development of higher education, the situations of great reform and great competition of our country, the large quantities of new institutions of new higher institutions arise at the historic moment, a lot of universities among them get upgrading. The new universities have advantage ,but have deficiency other, how to carry on making the orientation of strategy, how to take developing road of specializing, it is an important theoretical question and also a realistic meanings problem. |
