建立与健全我国农村最低生活保障制度

农村经济结构的变化、人口政策的影响以及农村人口结构的逐步老化,加上农村传统的土地保障、家庭保障功能逐渐弱化,这一切导致农民中的低收入者生活日益窘困。我国城镇居民的最低生活保障制度已基本建立,但针对农民的最低生活保障制度却迟迟未建立起来。基于以上事实,分析了我国当前农村最低生活保障制度存在的问题,在此基础上提出了政策建议。

Establishment and Perfection of Our Country Minimal Life Security Policy

The change of the country economical structure,the influence of population policy,the aging of the country population structure,the traditional land security and the weakness of family security function,all of these lead to the poor life of the low-income farmer.The minimal life security policy of city residents has been basically established,but the policy aiming at farmers has not been done.This paper analyses the problem existing in this policy and relevant suggestions.
