论新时期档案的保密与公开

档案既记载着大量国家、机构及个人的秘密信息,也同时蕴含着许多可以公开的非秘密的信息,是重要的信息资源,在我国的经济社会发展中具有重要的作用。但我国在档案信息的保密、公开及利用上,往往是保密有余而公开不足,产生了档案管理过度现象,这是不适应新时期现代化发展需要的,应该改变此种状况。除了涉及国家秘密和个人隐私等档案外,其他各类档案信息的合理公开,可解决公民与国家、社会机构之间信息不对称而产生的认同误区;可防止政府施政失误和官员腐败;对社会发展形成合力。

On the Secrecy-maintaining and Declassifying of Archives in New Stage

Archives,as an important data resource,contain a great deal of secret data from the state,institutions and individuals and some data that can be declassified,and also play a key role in the economic and social developments.But in exploiting the archive data,more has been done to maintaining them secret than to declassifying them,which does not fit in with the needs of society in new stage.Reasonable declassification of archive data,except those regarding the state secrets and personal privacy,will be a solution to the problem of identification misconception caused by data asymmetry between citizens and the state,and among social institutions.It will contribute much to avoiding administration errors and official corruption and benefit the formation of the resultant force for the development of an economic society.
