转向“兜底”:义务教育优质均衡发展的重心

摘    要:以拔高为重心的义务教育,支持考试竞争和选拔淘汰,造成了教育中的被优质群体和被薄弱群体,也诱导了学生褊狭越界发展和不搭界发展的误区。转向以兜底为重心,是指义务教育的发展优先考虑均衡,优先考虑一切学生,优先考虑被薄弱群体,优先考虑国民基础素质目标。这有望直接帮助被薄弱群体走出不搭界发展的误区,也深层关怀被优质群体摆脱褊狭越界发展的困扰,进而推进义务教育可持续的优质均衡发展。
