竞争性对话程序是2004年欧盟采购指令中新引入的采购程序，目的是为了弥补限制性程序以及谈判程序的不足。这一程序在授予特别复杂的采购合同时具有独特的优势，其改变了基本的采购程序框架，引入了对话程序，以帮助采购实体找到最适合其需求的项目解决方案，并在对话中逐步减少候选人数量，在不影响实质竞争的情况下，关闭对话程序，经过投标后的商谈程序最终授予合同。

Theory and Application of Competitive Dialogue Options

Competitive dialogue program is newly introduced in 2004 by EU Procurement Directives in the procurement procedures. The purpose is to compensate the restrictive procedures and the negotiation process. This program has a unique advantage in the special complex procurement contract, which changes the procurement procedures. The basic framework of the dialogue program can help the procuring entity find the most suitable needs of the project solution, and in a dialogue it can reduce the number of candidates. Under the condition of not affecting the essence of competition, it can close the dialog program, after the final negotiation process, it can award the contract.
