基于民生领域的河南省各市财政支出绩效评价研究

从民生领域选择指标,利用多元统计因子分析法对河南省2011年18个市的公共财政支出绩效情况进行了实证分析。研究发现,从民生领域对财政支出绩效进行评价的结果与运用经济增长衡量的结果存在较大的差别。所以,运用更具科学性的绩效评判指标体系对河南省各市的财政支出绩效进行评估,应当成为未来河南省公共财政建设的重要内容。

Performance Evaluation Research on Fiscal Expenditure of Each City in Henan Province Based on the People' s Livelihood

This paper chose the indices from the domain of the people＇s livelihood, and used the method of multivariate statistical factor analysis to make empirical analysis on performance of public finance expenditure of 18 cities in Henan Province in 2011. The research found that there were great differences between the results of the evaluation on the fiscal expenditure performance from the people＇s livelihood, and results of measurement using economic growth. So the evaluation on the performance of fiscal expenditure of each city in Henan Province using more scientific performance evaluation index system, should become an important part of the construction of public finance in Henan Province in the future.
