清末新政时期，江西地方政府的实业政策促使有识之士兴办实业的热情高涨，亦使近代实业大面积兴起。虽然这股发展热潮由于晚清政府的覆亡而未能持续，但是，新政时期的实业之兴对江西近代经济转型起到奠基的作用。从中可以看出，强有力的政府行为对社会经济发展具有重要的作用。

In the last years of the Qing Dynasty, the industrial policies by the Jiangxi local authority developed the enthusiasm of the men of insight to initiate industry and mining, which made the modern industry spring up greatly. Although this upsurge failed to sustain as a result of the perdition of the late Qing government, the industry development during this period did operate as a foundation of the modern economic transformation in Jiangxi. This indicates the function of impelling government action in the development of social economy.
