摘    要:通过科技计划引导与支持,实现高新技术产业集群科技创新资源的优化配置,是提高产业集群科技创新能力的一条有效途径。本文对产业集群不同生命周期阶段特征进行分析,设计产业集群发展阶段识别方法,提出产业集群不同阶段科技计划支持策略及有关建议,旨在为促进产业集群科技创新资源优化配置,加快自主创新提供借鉴与参考。

Abstract:Abstract: Based on the guidance and support of Science and Technology (S&;T) program, the optimal allocation realization of S&;T innovation resources for the high and new technology industry cluster is an effective way to enhance the S&;T innovation competence of industry cluster. The characteristics of different stages in industry cluster life cycle are analyzed, and the method to judge which stage the cluster belongs to is designed, as well as the S&;T program supporting tactics and related suggestions are put forward. The purpose for doing so is to offer references promoting S&;T innovation resource optimal allocation of industry cluster and accelerating the self-innovation.
