以治理理念推动中国特色国家治理模式的构建

治理理论的兴起,反映了当代世界民主政治与公共行政发展的规律和趋势,现代意义上的“治理”是建立在公民社会基础之上的,是以政府为主导,打破单一权利中心,实现政府、市场、NGO三方面互动与合作的管理。以治理及善治核心理念为突破口,在推动中国治理模式创新上认为应从提高政府自身执政能力及培育公民社会、发展第三部门两方面入手,并提出了相应的治理思路。

On the Foundation of Chinese Special Pattern of Governance by Governance Concept

The rising of govemance concept reflects the rules and the trend of istration. The govemance in modem times, which is based on the citizen society, 1 democratic politics and public admineading by the government, breaks the single right center and realizes the communication and cooperated management in the contemporary world. In the text, we think, in order to improve the innovation of Chinese govemance pattem, the government should proceed its capability of administration, cultivate the civilian society and develop the third department.
