| 摘 要： | “人道、安全、正义”是矫正罪犯，尤其是矫正暂予监外执行罪犯理应追求的价值。为实现人道价值，应解决保外就医者的保证人及困难对象的帮扶问题；为实现安全价值，应解决好续保和吸毒人员的监管问题；为实现正义价值，应确保暂予监外执行不被滥用问题。

| Abstract: | Humanity, security and justice are the values for the correction of criminals, especially the correction of the contemporary execution outside prisons. The helping for the guarantees of the criminals with medical parole and difficulties should be given to realize the value of humanity ; the supervising to the continuity of the medical parole and drug addicts should be supported to realize the value of security and the contemporary execution outside prisons is ensured not to be abused to realize the value of justice. |
