| 摘 要： | 人民群众的监督极其重要，然而在我国，无论是权力监督还是权利监督都存在着一定程度的缺位或虚位，因而必须进行人民群众监督的改革：改变人民群众监督的思维方式，规范国家权力的运作，扩大和保障人民的监督权利，构建合理的人民监督体系，实现监督力量的整合。

| Abstract: | In spite of the importance of the people's supervision, the supervision by both powers and rights is, to some degree, insufficient or even absent in China. So it is necessary to relize the reform of supervision of the people. The revolution involves the renovation of the thinking mode of the supervision by the people, the standardization of the operation of the state powers, the enlargement and guarantee of the rights concerned with the supervision, the establishment of the reasonable system of the supervision and the fulfillment of the regrouping supervision powers. |
