浅议山西农村生态文明建设

山西省农村生态文明建设存在水土流失问题突出、土地污染较为严重、农村乡镇企业污染显现、畜禽养殖业污染突出、农村生活垃圾及生活污水污染等问题,其原因在于农民和地方政府生态意识淡薄、乡镇企业粗放型的增长模式、农村环境保护投入资金严重不足、农村环保的法律体系不健全。要解决这些问题,需要强化参与主体的生态文明理念、完善农村生态法制体系、加大对农村生态文明建设的投入、提升农村生态治理水平、发挥政府的主导作用,提高政府责任。

On Ecological Civilization Construction of Shanxi Countryside

There are some problems in the ecological civilization construction of Shanxi countryside, such as;obvious and serious soil and water loss, soil pollution, township enterprises pollution, livestock and poultry breeding pollution, and village garbage and sewage pollution. The reasons are ; the ecological idea of the farmers and the local government is weak ： the growth model of the township enter- prises is extensive： the environmental protection funding is seriously inadequate： and the rural environment law system is not sound. In order to solve such problems, we should strengthen our ecological civilization concept, improve our environmental law system, increase our investment to the rural ecological civilization, raise the level of the rural ecological governance, exert the leading role of the govern- ment, and enhance the sense of responsibility of the government.
