| 摘 要： | 缔约国报告程序是国际人权监督中至为重要的支柱,同时也是《公民权利和政治权利国际公约》中唯一的强制性程序。《公约》第40条规定的报告程序主要包含报告的内容、与相关机构的合作和对报告的处理这三大部分。报告程序能否充分发挥作用取决于各缔约国是否采取合作的态度并自愿地、忠实地履行其义务。

| Abstract: | the reporting procedure is not only the key factor in the international supervising mechanism over human right,but also the only mandate procedure in the international convention on civil and political rights(ICCPR).The reporting procedure prescribed in the art.4 of ICCPR comprises the content of the report,cooperation with related organizations and the treatment of the report.The efficiency of the reporting procedure depends on the attitude of the contracting states and their voluntary and faithful implement of the obligation. |
