| 摘 要： | 无论从教育的公益性还是产业性角度来看,政府教育职能都存在着“越位”与“缺位”的问题,处于一种“错位”状态。有必要从处理好教育公益性与产业性关系方面入手,依据公益性与产业性比重的不同,将教育划分为三大领域,分别确定政府在其中的职能转变。
