| 摘 要： | 介绍了中央财政支持地方高校发展专项资金项目的背景和2010~2012年(三年一期)学校获批专项资金项目情况及取得的主要成效,分析了地方高校发展专项资金管理存在的主要问题,从体制、制度、队伍和机制等方面提出了具体保障的建议。
