During two different periods, Liangrs civil rights doctrine has two different connotations. It is relatively narrow in the early stages, but gradually enriched in the later years. Liang was able to adopt various publicity strategy at different times and make the best of universality of newspapersr propaganda, the targeted publicity of institutes, the directly expressed publicity of west books and normative publicity of schools. So the doctrine was disseminated widely in the community and had a far-reaching impact on social progress and people thinking and so on.
