我国城市乞讨现象突显制度道德诉求

近年,全国许多城市出现了大量流浪乞讨人员,各种各样的乞讨现象给城市的形象增添了败笔,引发全国各大中城市上下禁乞呼声一片。导致当前城市乞讨问题严重的主要原因,是社会经济结构性不平等、户籍制度的歧视性、社会转型时期利益失衡、社会保障制度的不完善性、教育制度的非公平性等制度因素。因此,解决我国当前城市乞讨问题的根本途径,应诉求于制度道德。

China City Begging Phenomenon Outstands System Moral Claim

In the recent years,numerous beggars appear in a lot of Chinese cities.Various begging phenomena add bad strokes to the city image and lead to large and middle city voices to ban begging.The main reason that leads to the severe problem of city begging is the inequality of social economic structure,the discrimination of census register system,unbalance of benefit in the period of social transformation,the imperfect of social ensure system and inequality of educational system and so on.So,the basic channel to solve the begging phenomenon problem of our country is to resort to system moral.
