| 摘 要： | 本文首先分析了行业监管的研究范式,在此基础上,选取捕获理论作为监管机制设计的理论依据,提出了三层分级模式。在三层分级模式下,构建了利益集团实施捕获以及监管者接受捕获而与之共谋的模型及其监管机制。

| Abstract: | A three-tier hierarchy has been presented on the base of analyzing two existing paradigms for industry regulation and selecting the Capture Theory to serve as the theoretic base of the regulation mechanism. In this three-tier hierarchy, the paper constructs the model of interest groups carrying out the capture, regulators accepting the capture and colluding with related interest groups. At the same time, the governance mechanism is also built. |
