我国环保投资的技术溢出效应——基于省级面板数据的实证分析

作为一种具有特殊意义的投资,环保投资不仅对经济增长具有拉动作用,还对企业技术进步具有带动作用,而后者才是攸关治污减排的关键因素。因此,研究环保投资对生产技术的作用和影响,对政府明确环保投资的方向、规模和持续性有着至关重要的理论价值和现实意义。基于2005-2009年我国各地区环保投资和三种专利受理量数据所进行的实证分析表明,政府主导的环保投资(环境污染治理投资、城市环境基础设施投资、工业污染源治理投资)对企业技术进步具有明显的溢出效应。通过这种技术溢出效应,政府主导的环保投资能够推动企业生产工艺的改进,在生产全过程中降低了污染排放强度,实现了源头治理。因此,未来较长一段时期政府应该进一步加大环保投资,带动企业的技术进步升级,促使环境保护从末端治理向生产全过程治理的转变。

Spillover Effect of Environmental Investment

As a special investment,environmental investment not only promotes the economy development,but also benefits the production technology upgrade,and the latter is the key point of environmental protection.Therefore,investigating the influence of environmental investment on production technology is significantly meaningful for determining the direction,size,and duration of environmental investment.Using the provincial data of environmental investment and the three types of patent application,this paper investigates the relationship between the Government-led environmental investment and production technology development.It is found that the environmental investment,including that in environment pollution treatment,urban environmental infrastructure,and industry pollution source treatment,has a significant spillover effect on production technology improvement.Furthermore,the more rapidly regional economy grows,the higher tertiary industry proportion is,and the more obvious spillover effect is.So,we should put more into environmental investment,and play the spillover effect of environmental investment.
