| 摘 要： | 森林生态效益补偿制度是与社会主义市场经济相适应的林业投入机制。建立森林生态效益补偿制度有其必要性和紧迫性。森林生态效益补偿制度的主要内容包括设立森林生态效益补偿基金、搞好森林分类区划界定和落实生态公益林管护责任制。建立森林生态效益补偿制度,必须制定补偿基金管理办法。

| Abstract: | The compensation system for ecological effects of forests is a new kind of forestry investment mechanism suitable for the socialist market-oriented economy. It is necessary and urgent to set up such a system. The system should mainly consist of setting up a compensation fund for ecological effects of forests, adopting classified forest management and implementing the responsibility system for tending non -commercial forests. In addition, regulations for managing the compensation fund should be drawn up. |
