| 摘 要： | 攀钢建设的特殊性在于政府的政策赋予了攀钢自相矛盾的双重性格:既是钢铁企业,又是重点国防钢铁工业基地.这一特殊性的形成,起因于20世纪60年代中国所处的国际环境的影响及中国政府所作出的政治选择.而60年代具有代表性的那种自上而下且僵化的政府与企业的关系的存在,使这一特殊性的形成成为可能.

| Abstract: | The feature of the construction of Panzhihua Steel and Iron Mill lies in that the government's policy gives the contradiction double character to the mill,i.e.the mill is an enterprise,as well as a national defence steel base.This feature came from the influence of the 1960's international condition China situated and the political choice the Chinese government took and the existence from the stiff relation between the enterprise and the government made such feature possible. |
