| 摘 要： | 健全而科学的职业培训体系建立于相应的保障条件之上.改革和完善职业培训体系,需要政府给予重视,并在培训体系建设、筹措资金、政策法规保障、鼓励社会和企业等多方力量参与方面发挥主导作用;国家要建立健全职业培训的立法体系,使其体系建设有法可依;职业培训机构要增强"自我造血"功能,积极与社会力量展开合作.
