行政服务中心首席代表制度研究——以厦门市湖里区为例

随着行政审批制度改革与机关效能建设的不断深入,各级地方政府对进驻行政服务中心的窗口部门实行首席代表制度,以此作为行政服务中心减少审批环节的突破口,提高行政审批效率。文章则在调查湖里区行政服务中心首席代表制度实施情况的基础上,从法律依据、人员管理、审批流程、工作职权四个方面对首席代表制度进行分析,最后为完善湖里区行政服务中心首席代表制度提出相应的政策建议。

An Analysis of the Chief Representative System of Administrative Service Center in Huli District,Xiamen City

With the deep reform of administrative approval system and the performance-evaluation system construction in government institutions, the chief representative system under which the representatives from the government institutions are fully authorized for the approval power has been introduced into the administrative service centers by local governments as a breakthrough to streamline the approval procedures and thus enhance administrative efficiency of the government. This paper starts with a probe into the implementation of the chief-representative system in Administrative Service Center of Huli District in Xiamen. After detailed analyses of the system from the four perspectives of legal ground,personnel management, approval procedures, job-related functions and powers, suggestions are made towards the end of the paper to fully perfect the chief-representative system in Administrative Service Center of Huli District in Xiamen.
