| 摘 要： | 素质观念的内化教育是国民素质建设的重要环节。提高国民素质观念内化水平是由国民素质的属性和功能决定的;国民对素质观念内化意识越强,对其自身素质水平的提高效果就越明显;只有国民树立终身素质学习观念,才能促进素质观念内化能力的提高。

| Abstract: | The inner education of quality concept is a vital link of national-quality construction. The inner level to improve the national-quality concept is determined by the property and function of national quality; the stronger inner awareness the citizens have for quality concept, the more obvious effect they can gain in improving their own quality; Only when citizens establish the concept of lifetime learning in quality, can the improvement of quality-concept inner ability be promoted. |
