论林则徐的塞防思想

在近代中国,随着西方殖民侵略的逐步加深,"海防"、"塞防"问题成为清政府关注和争论的焦点。林则徐作为清政府的一名封疆大吏,在谪戌新疆的过程中,他以"谪宦"之名,逐一实现他的"塞防"目标,通过开垦荒地、勘查土地、兴修水利、移民实边、调解民族关系等一系列具体措施,形成具有前瞻性的塞防思想:移民实边,发展经济,调和民族关系,未雨绸缪,巩固边防。
