| 摘 要： | 阐述了建设和谐校园迫切需要加强院（系）党总支建设，提出了当前高校院（系）党总支建设存在思想认识不到位、工作力量不足和队伍不稳、工作难度加大、建设经费不足等状况，认为：加强高校院（系）党总支建设，就要切实加强对党总支的领导，明确党总支定位和职责，抓好党总支自身建设，加强和改进思想政治教育，注重培育和谐文化以及落实党建经费保障等，才能更好地促进和谐校园建设。
