| 摘 要： | 国家为规范和促进独立学院的有序、健康发展，陆续出台了相关法律法规，但面对办学条件、办学质量方面所呈现出的较大差异性，如何使独立学院更好地适应新形势的发展要求，是当前一个备受关注且具普遍性的问题。对此，文章就独立学院如何贯彻落实教育部26号令和民办教育促进法实施条例，以及进一步完善相关规定，进行了深入思考，提出了建设性的意见。

| Abstract: | The government has issues a series of laws and regulations to regulate and promote the independent colleges. Orderly and healthy development. However, it is a universal problem currently that how the difference of condition and quality among schools fit with cooperation. The paper analyzes this problem and puts forward some suggestions. |
