管、办、评分离:现代学校制度建设的关系重构

Separation of Management,Operation and Evaluation the Relationship Restructuring of Modern School System Construction

The separation of management,operation and evaluation is the highlight and difficulty of reform of the education system , and it is also the inevitable choice of constructing modern school system . Therefore , government needs to balance the relationship of delegating power ,authorizing power and supervising power properly. In the path of government delegating power and society evaluating ,government ,on one hand ,should transfer the right of running a school to the school itself ,realizing transition from micro-management to macro-management;on the other hand,government should make great effort to cultivate social evaluation institutions and put the evaluation right into hands of society institutions . Therefore , government needs to make good macro-arrangement and schools need to refine internal operation and actually improve school-running quality ,which is an efficient way of realizing the separation of management,operation and evaluation,and also the only way of advancing construction of modern school system quickly.
