| 摘 要： | 最低生活保障制度是我国社会保障体系的重要一环,它与社会救济在性质、渊源、权利等方面有着根本不同,是一种法律制度,有独特的法律地位;我国目前在城市已基本建立最低生活保障制度,具有合理性,但总体上我国最低生活保障制度仍然存在许多问题,需要进一步完善。

| Abstract: | The Lowest Lever Life Ensure is important link of the Social Ensure. This paper compares the Lowest Lever Life with Social Relieve, points out they are two different conceptions, analyzes some characteristics of the City Lowest Lever Life Ensure,and expounds that our Low Lever Life Ensure is equitable. The author gaves us some suggestions and hopes his studies could help this institution developing. |
