加强党的执政能力建设促进民族团结构建和谐新疆

构建社会主义和谐社会，是党的五大执政能力的重要一环，具有基础性、前提性的重要地位。只有构建社会主义和谐社会，堆护社会主义安定团姑，才能更好地把各族群众团结凝聚到党和政府的周围，巩固和扩大党执政的社会基础。可以说，构建和谐社会的能力实际上是其他四个能力的综合表现，是检验其他四个能力的重要标志。新疆是我国西部边疆的一个多民族聚居的地区，构建和谐新疆，必须高度重视民族团结，完善社会管理，建立平等、团结、互助、友好的社会主义新型民族关系。没有民族团结，就没有新疆的稳定，没有民族团结，就没有新疆的发展，构建和谐社会也就无从谈起。

Strengthening the constructure of the Power Executive Abilities of the Communist Party, Facilitating the Solidarity of Different Ethnos, and Setting Up the Harmonious Society in Xinjiang

Setting up the harraonious society is one of the important links in improving the five power executive abilities of the communist party and thus has an important status when its characteristics in foundation and premises are eoneerned. Only when the harmonious society is set up with a basis of the socialism and so as to maintain the steadiness and solidarism of the socialist society, can we gather people from various ethnos together successfully around the communist party and the government anti strengthen as well as broaden the social foundation of the power executive abilities of the commnunist party. It could be agreed affirmatively that the ability of setting up a harmonious society is actually the integrated representation of the other four and is therefore the important standard in investigating the other four abilities. Xinjiang is a region to the west of China in which a variety of ethnos are gathering together. In order to set up a harmonious Xinjiang, we must pay much attention on the solidarism of the ethnos and, at the same time we must also perfect the social administration system and set up a new social ethnic relationship with characteristics of equality, solidarism, co- operation and friendliness. Without the ethnic solidarism, we will have no steadiness and development of Xinjiang and it will ruin the possibility in setting up a harmonious society.
