区域合作的探索——对上海合作组织的思考

当前,区域合作已成为一种世界趋势。2001年成立的上海合作组织在发展中遇到了和将遇到一些问题:合作基础不牢固,国家之间缺乏认同感,交往和互信不足。同时合作还主要局限于边境安全和反恐,经济领域的合作有所进展,但还没成为组织的核心。此外,由于中亚国家自身的考虑,以及美国对中亚势态的干预,上海合作组织在今后能否得到长足的发展,还有待时间的检验。

The Exploration of Regional Cooperation--Reflections on Shanghai Cooperation Organization

At present, the trend of regional cooperation is obvious in the world. Since its establishment in 2001, Shanghai Cooperation Organization has encountered and will encounter some problems, i.e. no solid foundation for cooperation, not enough mutual trust and respect. At the same time, the cooperation is only limited to border security and terrorism fighting. Economic cooperation has been promoted but far from being the core of the organization. Further more, due to the self-concern of some middle Asian countries and the interference from America in the affairs of these countries, whether SCO can develop rapidly will be tested by time.
