| 摘 要： | 与国内法相比，国际法是一种弱法，但国际关系与国际法自身的发展使国际法从各个方面表现出由弱变强的趋势。然而，不论国际法如何发展，国际社会的固有特征决定了国际法的运行不可能取得像国内法一样好的效果。

| Abstract: | Compared with domestic law,the international law is a weak law.With the development of the international relationship,it has a trend changing from weak to strong in various aspects.However,whatever international law develops,the inherent character of international society determines that the practice of international will not be as efficient as domestic law. |
