| 摘 要： | 思想政治教育在人力资本开发方面能发挥其他方法不能替代的独特作用。思想政治教育的独立实体性和渗透性属性使它能有效针对人力资本开发以人为本的特点 ,在宏观上促进人力资源优化配置 ,在微观上最大限度挖掘人的潜力。

| Abstract: | The ideological and political education plays an important role in developing manpower capital. It's independence and penetration makes it accord with the feature of manpower capital developed effectively with people centred. Ideological and political education can lead to the reasonable distribution of manpower macroscopically and fully develops a person's potential microscopically. |
